Isn't this from Utena?
Also, it is unclear what the sprays of color would look like in video. Are they moving, or fixed? 3-d or flat? Do they wave, spring up randomly from the ground, or just sit there like trees or buildings?

I literally registered just to answer this topic question.
SPOILERS
The location is the game Yume Nikki (Dream Diary). In short, the characters are in the dream of a female hikikomori by the name of Madotsuki (the girl on the bike).

Now, what this means, in the short version, is that this arc is going to (at least in the beginning) be disturbing, depressing, surreal, or some combination of the previous.
And just a guess on my part, but I strongly suspect that the main characters are going to end up being chased Madotsuki with a knife.
